Kajauhm for me, based on experience, these two is perfect together when it come to situations that enemies are so tricky to chase nor kill, kaja is cc and kagura is burst its easy for them to just knock up the enemy.
Hanabihanabi is not really good to team w kagura hanabi is for late gme and there's a low chance for her to have item because she is mostly the one that cannot match the enemy.
